Summary on NOAA Fisheries determinaton FEMA's Flood Insurance Program violates ESA in Puget Sound Region

Jessica Ferrell of the Marten Law Group wrote an excellent summary of the NOAA Fisheries Service's determination that FEMA's continued administration of the Federal Flood Plain Insurance Program in the Puget Sound region violates the Endangered Species Act. Expect NOAA's determination to be appealed in federal court.
